The financing conversation usually comes first
A financed purchase can start with a loan officer before it starts with a house. A first conversation covers the loan types that may fit a purchase, the documents a file will need and how pre-approval works. According to the CFPB, a preapproval or prequalification letter is a letter from a lender saying it is generally willing to lend to you, up to a certain amount and based on certain assumptions. It helps when you make an offer on a home, but it is not a final loan offer, and lenders may check your credit when issuing one. Ask Eduardo about pre-approval and how his process works.

Documents a loan officer usually asks for
According to the Consumer Financial Protection Bureau, once you tell a lender you intend to proceed with an application, you typically provide full supporting documentation of your income, assets and other financial information, and a delay in sending it can delay your closing. Each file is different, so ask Eduardo which documents your file needs before you start gathering them.
After you apply, the lender must give you a Loan Estimate within three business days of receiving your application, according to the CFPB. Comparing Loan Estimates is how you see the terms and costs a lender is offering.
Appraisal and closing
Most financed purchases include an appraisal of the house. Under federal rules, the lender must give you a copy of each appraisal or written valuation promptly upon completion, or three business days before closing, whichever is earlier (12 CFR 1002.14). In a county where houses from several decades sit alongside new construction off Horizon Blvd, the appraisal is one of the steps that looks at the specific house.
Before closing, the lender must give you the Closing Disclosure at least three business days before you close, according to the CFPB. Read it against your Loan Estimate and ask Eduardo about anything that changed.
Property taxes, MUD and PID assessments in a monthly housing budget
A property tax bill in El Paso County is several rates added together. Inside the City of El Paso, the city rate stacks with the county, the school district, El Paso Community College and the University Medical Center hospital district. For tax year 2026 the city proposed $0.809487 per $100 of taxable value in its August 4, 2026 notice of public hearing, compared with $0.759649 adopted for 2025. That is the city's share only, and it was a proposal at the time of that notice, so check the adopted rate before relying on it.
An address inside Socorro, Horizon City, San Elizario, Anthony, Clint or Vinton falls under that municipality's rate, if it levies one, instead of the City of El Paso's; an unincorporated address carries no city rate; and a water district (often called a MUD) or a PID adds its own line. According to the CFPB, many lenders require property taxes and homeowners insurance to be paid through an escrow account funded from a portion of the monthly mortgage payment, and that payment changes when the taxes or insurance change, so two houses at the same price can mean different monthly housing costs. Water district, PID and HOA notices on newer subdivisions
Some El Paso County subdivisions sit inside a water or utility district, a public improvement district (PID) or a property owners' association (HOA), and each can add its own tax, assessment or dues to a house. Texas law requires that the buyer receive a written notice before the contract binds the buyer: Water Code 49.452 for water districts, Property Code 5.014 for PIDs and Property Code 5.012 for owners' associations.
If you are looking at subdivisions in Horizon City, Socorro, San Elizario, Canutillo, Vinton or the Far East, ask early whether a notice applies to the specific lot, and read it before you sign. Homestead exemption: timing after you close
Texas school districts must give a $140,000 residence homestead exemption, according to the Texas Comptroller. It applies once you own the house and live in it as your principal residence, and the Comptroller lists additional and local-option exemptions that apply to some owners.
Buying after January 1 does not mean waiting a year. The Comptroller says an owner who acquires a property after January 1 may receive the general homestead exemption for the applicable portion of that tax year as soon as the requirements are met, if the previous owner did not receive the same exemption for that year. Because the exemption lowers the taxable value, it changes the tax portion of a housing budget over time.
Working with a Texas agent: the written buyer agreement
In Texas, any license holder who does real estate brokerage work for you as a buyer must have a written agreement with you before showing you a home or, if no home will be shown, before presenting an offer for you (Texas Occupations Code 1101.563). The rule was added by Senate Bill 1968 and applies since January 1, 2026. The agreement has to state the services the agent will provide, the date it ends, whether you may work with other agents at the same time, whether the agent represents you, and the amount or rate of the broker's compensation and how it is set, and it must say in conspicuous language that broker compensation is not set by law and is fully negotiable. Read the end date and each of those terms before signing, and ask about anything that is not clear.
The same law lets a broker show a property without representing you, after giving you the written notice about brokerage services that Texas requires (1101.562). Even then, a written agreement comes first: a showing-only agreement cannot stop you from working with other agents and cannot run more than 14 days, and any further brokerage work needs a separate agreement (1101.563). Either way, that notice belongs in the first substantive conversation with a Texas license holder, and since 2026 it has to carry the agent's name, license number and contact details, plus those of the agent's supervisor and broker where applicable (1101.558).
School districts follow boundary lines, not area names
District lines in El Paso County do not match city limits or the names locals use for areas. Districts serving the county include El Paso ISD, Ysleta ISD, Socorro ISD, Clint ISD, Canutillo ISD, San Elizario ISD, Fabens ISD, Anthony ISD and Tornillo ISD. The City of El Paso alone overlaps several of them, and Horizon City is split between Clint ISD and Socorro ISD. Confirm the attendance zone for a specific address with the district itself.
