The Franklin Mountains run down the middle of El Paso and decide most of how the city works. West of the range sit the Westside and the Upper Valley, strung along Mesa Street, I-10, Doniphan Drive and the Rio Grande bosque. East of it, the Northeast runs along Fort Bliss and the US-54 Patriot Freeway, and Loop 375 climbs over the mountains as Transmountain Road to tie the two sides together. At the southern tip of the range, Central El Paso and Downtown meet the river, with Kern Place and Sunset Heights on the slopes above and the Paso del Norte and Stanton Street bridges crossing to Juárez.

From Central, El Chuco spreads east along I-10: the Eastside around Cielo Vista and Album Park, then the Far East, where newer subdivisions fill the land past Loop 375 (Joe Battle Blvd north of I-10 and Americas Ave south of it) along Montwood, Pebble Hills and Horizon Boulevard toward Horizon City. Downriver, the Lower Valley follows Alameda Avenue (TX-20) and the Mission Trail through Ysleta and into the Mission Valley towns of Socorro and San Elizario, then on to Clint, Fabens and Tornillo. Upriver, the Upper Valley keeps going past the city limits through Canutillo and Vinton to Anthony, Texas, where I-10 meets the New Mexico line.

How El Paso County is organized

The City of El Paso fills the middle of the county, but it does not cover all of it. Socorro, Horizon City, San Elizario, Anthony and Clint are incorporated cities and towns, and Vinton is an incorporated village, each with its own local government. Canutillo, Fabens, Tornillo, Westway, Sparks, Agua Dulce, Homestead Meadows North and South, Butterfield, Prado Verde, Morning Glory and Fort Bliss are census-designated places: the Census Bureau counts them as communities, but they are unincorporated and have no city government of their own.

Property taxes: there is no single El Paso rate

A Texas property tax bill is a stack of separate rates, one for each taxing unit where the home sits. In El Paso County that usually means the county, a city if the home is inside one, a school district, El Paso Community College and the University Medical Center hospital district. Two homes a few miles apart can carry different totals because they sit in different cities or school districts.

For one piece of that stack: the City of El Paso adopted a rate of $0.759649 per $100 of taxable value for tax year 2025, and its Notice of Public Hearing dated August 4, 2026 proposed $0.809487 per $100 for tax year 2026. That is the city's share only, and a proposed rate can be adopted as published or changed, so check the current figure. If you buy a home to live in, look at the residence homestead exemption. The Texas Comptroller states that school districts must provide a $140,000 residence homestead exemption, and that an owner who acquires a home after January 1 may receive the general residence homestead exemption for the applicable portion of that tax year once they qualify, if the previous owner did not receive the same exemption. The application is Comptroller Form 50-114, filed with the appraisal district.

Texas paperwork buyers and sellers should expect

Texas Property Code 5.008 requires most sellers of a previously occupied single-family home to give the buyer a written Seller's Disclosure Notice. The Texas Real Estate Commission publishes a version, TREC Form 55-1, effective May 28, 2026, which sellers can read on the TREC site.
