Fort Bliss is not a neighborhood. It is an Army installation of over 1.2 million acres that the Texas Military Preparedness Commission calls the largest employer in the El Paso area. The Commission's 2025-2026 one-pager, citing the Texas Comptroller, puts direct employment at 41,527 jobs, direct and indirect employment at 121,220, and the installation's output to the Texas economy at $29.09 billion in 2025. The same document lists the 1st Armored Division, the 32nd Army Air and Missile Defense Command, the Joint Modernization Command and William Beaumont Army Medical Center at Fort Bliss.

The Census Bureau also draws a census-designated place named Fort Bliss on the installation. The American Community Survey 2020-2024 estimate shows zero owner-occupied homes in that place, so the survey has no median owner-estimated home value to report, and the data block on this page shows none. Anyone planning to buy on a move to Fort Bliss is looking at the rest of El Paso County: the Northeast right outside the main post, the Far East and Horizon City to the southeast, the Westside and Upper Valley across the Franklin Mountains, and el Valle along the Rio Grande.

How El Paso County is laid out when you arrive on orders

The Franklin Mountains run north to south through the middle of the city and split it in two. The Westside and the Upper Valley sit on the west slope along I-10, Mesa St and the Rio Grande bosque. Commute corridors: US-54, Loop 375 and the Far East

The US-54 Patriot Freeway is the north-south spine of the Northeast and runs north past Fort Bliss from Central El Paso. Loop 375 does two jobs: as Transmountain Rd it crosses the Franklin Mountains and ties the Westside and Upper Valley on I-10 to the Northeast and US-54, and on the east side of the city it wraps toward the Far East and the Lower Valley as Joe Battle Blvd north of I-10 and Americas Ave south of it.

Housing age changes a lot by corridor. In ACS 2020-2024 figures by ZIP code, the median year built is 1973 in 79904 and 1977 in 79924, older parts of the Northeast close to the post, while 79934, farther north along the east slope, has a median year built of 2008. In the Far East, 79938 sits at 2011 and 79928 at 2009. Drive times depend on the gate, the hour and construction, so check the route at the hour you will actually drive it before committing to a part of town.

School districts are facts to confirm, not rankings

The Fort Bliss census place falls within El Paso ISD, which also covers the Northeast. The Far East is served by Socorro ISD and Clint ISD, the Westside and Upper Valley by El Paso ISD and Canutillo ISD, the Eastside and el Valle by Ysleta ISD and Socorro ISD, and San Eli by San Elizario ISD. A ZIP code near the post such as 79924 or 79934 does not settle which campus an address is zoned to, so confirm the attendance zone for a specific address directly with the district before you sign a contract.

Property taxes, MUD and PID assessments and the homestead date

When a loan officer looks at a home purchase, the monthly housing budget is more than the loan itself. Property taxes, homeowners insurance and, where they apply, utility district taxes, public improvement district (PID) assessments and HOA dues are part of it, and many mortgages collect taxes and insurance through an escrow account. In Texas each taxing unit sets its own tax: the county, the city, the school district and, in some subdivisions, a municipal utility district (MUD). Two similar homes, one in an older part of the Northeast and one in a newer subdivision in the Far East or around Horizon City, can carry different tax bills for that reason alone.

Some subdivisions in the Far East and around Horizon City may sit inside a water district or a PID. Texas requires a written notice to the buyer when a property does (Water Code 49.452 for a water district, Property Code 5.014 for a PID), so read it early and share it with your loan officer, because it changes the budget the loan is measured against.

Orders rarely line up with the January 1 property tax date, and Texas has a rule for that. The Texas Comptroller lists a $140,000 residence homestead exemption that school districts must give, and if you buy after January 1, the Comptroller says you may receive the general residence homestead exemption for the applicable part of that tax year once you meet the requirements, as long as the previous owner did not receive the same exemption that year. Meeting the requirements means you own the home and live in it as your principal residence. Confirm the application with the El Paso Central Appraisal District.

Financing a PCS move: pre-approval, documents and VA loans

Orders set the calendar, so it helps to start the financing conversation before the moving truck does. In general, pre-approval works like this: with your permission, a loan officer reviews your income, assets and credit and explains where you stand for the loan types being considered. In Texas, a conditional pre-qualification or conditional approval letter must be issued and signed by the loan originator on the form the state requires.

A loan officer usually asks for a photo ID, recent pay statements or other proof of income, W-2s or tax returns, and recent bank statements. A VA home loan requires a Certificate of Eligibility from the Department of Veterans Affairs. Which documents apply to a given purchase is a question for the loan officer.
