There is no official line where the Lower Valley starts. In local usage it begins somewhere past Central, where Alameda Avenue and North Loop Drive run southeast between I-10 and the Rio Grande. In the 915 it is usually shortened to the Valley, or el Valle, and the part around Ysleta and the Mission Trail also goes by the Mission Valley. This page covers the stretch inside City of El Paso limits. Socorro, farther down the same valley, is its own city and has its own page.
Three ZIP codes are tied to this part of town: 79907, 79915 and 79927. That grouping is local habit rather than a city boundary, and 79927 runs past the El Paso city limit into the City of Socorro. The Census figures on this page are published for each whole ZIP (ZCTA), so read them as a picture of the ZIP rather than of one street along Alameda or one subdivision off Zaragoza Road.
The oldest ZIP in the Valley and the newest
Median year built runs from 1966 in 79915, the ZIP nearest Central, to 1980 in 79907 and 1996 in 79927 (Census Bureau, ACS 2020-2024), three decades apart inside one stretch of the river valley. The City of El Paso median is 1984, so 79915's housing is older than the city's overall, while half the housing units in 79927 date from 1996 or later.
For a buyer, that changes the checklist. In a home from the 1960s, ask the inspector about original plumbing and electrical, sewer lines, roof layers and any additions built without a permit. In a house from the late 1990s, the questions shift toward the roof's first replacement, HVAC age and the plat and deed restrictions of that subdivision.
Ysleta Mission and the Mission Trail
Ysleta Mission sits at the city end of the Mission Trail, the route that continues down the valley to the Socorro Mission and the San Elizario Presidio Chapel. The blocks around the mission are among the oldest settled ground in the Valley, and lots there do not always follow the tidy grid of a tract subdivision.
If a property you are weighing has an adobe wall, an older addition or an unusual lot shape, a current survey ordered early and an inspector's note on the wall construction help avoid surprises later in the purchase. Before any exterior change near the mission, ask the City of El Paso whether a historic designation applies to that lot.
Alameda Avenue (TX-20) and getting across town
Alameda Avenue, signed as Texas State Highway 20, is the Valley's spine. It runs southeast from Central El Paso through Ysleta and on toward Socorro and the towns downriver, roughly parallel to I-10 and North Loop Drive.
Getting to the Eastside, Downtown or the Northeast usually means reaching I-10 or Loop 375 first, so a few blocks can change a daily drive. Time the route from the exact address at the hour you would travel, not from the middle of the ZIP.
The Zaragoza bridge and cross-border traffic
The Ysleta-Zaragoza port of entry, which most El Pasoans simply call the Zaragoza bridge, crosses the Rio Grande to Ciudad Juárez at the southern end of Zaragoza Road, with Loop 375 (Americas Ave, its name south of I-10) running past it. For anyone who crosses often, distance to the bridge is a practical factor in choosing an address.
The same roads carry bridge-bound traffic, so a property on or near Zaragoza Road or Americas Avenue deserves a visit at rush hour on a weekday, and a look at how the lot sits relative to the approach lanes. The recorded plat, available through El Paso County, shows what fronts and backs the lot.
School districts: Ysleta ISD and Socorro ISD
Inside El Paso city limits, Lower Valley addresses are generally in Ysleta ISD or Socorro ISD. The ZIP code does not settle which one, so 79907, 79915 and 79927 cannot be read as a district answer.
Before writing an offer on a Valley address, ask Ysleta ISD or Socorro ISD to confirm both the district and the attendance zone for that exact street address. The district is also one of the taxing units on the property bill, so its answer changes the yearly cost of owning the house.
City tax rate, special districts and homestead timing
The City of El Paso's own share of the property tax bill, per its Aug 4, 2026 notice, is a proposed $0.809487 per $100 of value for tax year 2026, against $0.759649 adopted for tax year 2025; check whether the final 2026 rate has since been adopted. On a Lower Valley bill that city line sits beside the county, Ysleta ISD or Socorro ISD, El Paso Community College and University Medical Center, and the El Paso County truth-in-taxation site lists every line for a given property, including any water district or public improvement district (PID) if one covers it. The part of 79927 that lies inside the City of Socorro carries the Socorro city rate in place of El Paso's.
A buyer who owns and lives in the home as a principal residence can apply for the residence homestead exemption, which, per the Texas Comptroller, takes $140,000 off the value the school district taxes (as of September 2026). The Comptroller also notes that a home acquired after January 1 may receive it for the applicable portion of that tax year if the previous owner did not receive the same exemption. The first bill after a purchase can still reflect the previous owner's exemptions, which matters as much for a 1960s house in 79915 as for a 1990s tract home in 79927.
Financing a home in the Lower Valley
Property taxes are part of the monthly housing budget, not only a yearly bill. Many mortgages collect them, along with homeowners insurance, through an escrow account, so the combined rate for the exact Valley address, any water district tax or PID assessment, and whether a homestead exemption is on file all shape that monthly figure. Because 79927 straddles the El Paso and Socorro city limits, look up the specific parcel on the county's rate site rather than relying on the ZIP.
The age spread in the Valley also shows up in financing. A lender orders an appraisal that reports on the property's value and condition, and on a 1960s house near Central or an older adobe near Ysleta Mission, items an appraiser or inspector flags, such as roofing, wiring or an unpermitted addition, can matter to the loan depending on its type. Raise the age and construction of the house with the loan officer early.
Pre-approval, in general, means a licensed loan officer has reviewed income, assets and credit with your permission and issued a letter with conditions; it is not a final loan decision. Loan officers commonly ask for identification, recent pay stubs, W-2s or tax returns, and recent bank statements, and the exact list depends on the loan. JetMo lists VA loans among the loan types it offers, a common question for anyone with an assignment at Fort Bliss; eligibility and terms are questions for the loan officer.
Requests from this page go to Eduardo Cepeda (NMLS #2708113) of JetMo (NMLS #2454704), a Texas-licensed loan officer, by phone or email; AstraBrava publishes this site and is not a lender. Tell him which part of the Valley you have in mind, from Ysleta to the Zaragoza corridor, and your timing, and ask him about pre-approval, loan types and how taxes on a specific address fit a budget.
Common questions
What ZIP codes are in the Lower Valley of El Paso, and is it the same as the Mission Valley?
In local usage, El Paso's Lower Valley is tied to ZIP codes 79907, 79915 and 79927, a grouping that is not an official city boundary. Mission Valley is the name used for the part around Ysleta Mission and the Mission Trail, and it is also used for Socorro farther down the valley. ZIP 79927 includes addresses in the separate City of Socorro.
How old are most homes in the Lower Valley?
Median year built is 1966 for 79915, 1980 for 79907 and 1996 for 79927 in the Census Bureau's ACS 2020-2024. The ZIP nearest Central holds the oldest housing and the one that reaches into Socorro the newest. Against the 1984 median for all of El Paso, 79915 runs older and 79927 newer.
Which school district serves the Lower Valley in El Paso?
Inside El Paso city limits, Lower Valley addresses are generally in Ysleta ISD or Socorro ISD. Which one depends on the street address, not the ZIP code. Ask the district that covers the address to confirm both the district and the attendance zone.
Do homes in the Lower Valley have MUD or PID taxes that affect my mortgage payment?
It depends on the property, not the ZIP. If a Lower Valley address sits in a water district or public improvement district, that tax or assessment is part of the cost of owning it and is typically counted in the housing budget. Texas law generally requires a written notice to the buyer before the contract is signed: Water Code 49.452 for water districts and Property Code 5.014 for PIDs. The El Paso County truth-in-taxation site lists the taxing units for a specific property; ask Eduardo Cepeda how a particular charge fits your budget.
When can I claim the homestead exemption on a home I buy in Ysleta or the Lower Valley?
Once you own the home and live in it as your principal residence, you can apply to the El Paso Central Appraisal District. Per the Texas Comptroller, a home acquired after January 1 may receive the exemption for the applicable part of that tax year if the previous owner did not. Because the first bill can reflect the prior owner's exemptions, ask your loan officer how the escrow account is reviewed after your exemption is on file.
What does the Census say about home values in the Lower Valley ZIP codes?
The Census Bureau's median owner-estimated home value is $117,800 in 79907, $123,200 in 79915 and $138,400 in 79927 (ACS 2020-2024; margins of error $3,354, $6,053 and $9,624). These are owners' own estimates, not sale prices, and none of them prices any particular house.
