The Westside of El Paso: Homes and Financing West of the Franklins

A place guide to the Westside, the part of the 915 that runs along the west face of the Franklin Mountains between Mesa Street and I-10, and what to know about financing a home there.

When people in El Chuco say the Westside, they mean the side of the city on the west face of the Franklin Mountains, and Coronado is another name heard for much of it. The mountain sits on one side and the Rio Grande valley on the other, and most daily travel funnels onto two long north-south lines: Mesa Street and I-10. Going east to the Northeast means crossing the mountains on Transmountain Road (Loop 375) or driving around the south end of the range through Central.

In local usage the Westside is tied to three ZIP codes, 79912, 79922 and 79932. That grouping is how El Pasoans talk, not an official boundary, and two of those ZIPs also take in land people call the Upper Valley. The Census figures below are published by ZIP (ZCTA), so read them as ZIP-level numbers, not as a precise picture of any one subdivision.

Three ZIPs, three housing eras

The Census Bureau's median year built is 1988 for 79912, 1975 for 79922 and 2001 for 79932 (ACS 2020-2024). In plain terms, 79922 has the oldest median of the three, 79912 matches the El Paso County median of 1988, and roughly half of the homes in 79932 were built in 2001 or later. The same Westside label can mean a house from the 1970s or one from the last twenty years, and the inspection, roof, HVAC and plumbing questions differ with the age.

Tenure differs too. About 92.9 percent of occupied homes in 79922 are owner-occupied, 71.1 percent in 79932 and 53.0 percent in 79912, against 64.2 percent for the county. 79912 is by far the most populous of the three ZIPs, and it has the largest renter-occupied share of the three.

Mountain side: Franklin Mountains State Park and Scenic Drive

The Franklin Mountains frame the Westside, and Franklin Mountains State Park takes in much of the range above it. On the south end of the mountains, Scenic Drive's overlooks look out over Central El Paso and across the river. Lots that back toward the mountain or sit on a slope raise their own practical questions: grading, drainage after summer storms, retaining walls and whether a view depends on land that someone else could build on.

If a slope, arroyo or drainage easement touches the lot, pull the survey and plat early, have an inspector look at walls and drainage, not only the house, and ask whether the lot sits in a mapped flood zone. When a home is in a mapped high-risk flood area, lenders generally require flood insurance as a condition of the loan, and that premium becomes part of the monthly housing budget.

Mesa Street, I-10 and the drive to UTEP and the Sun Bowl

Mesa Street runs the length of the Westside and carries much of its retail and office traffic toward the south end of the Franklins, where UTEP and the Sun Bowl sit near Kern Place. I-10 runs parallel on the valley side, with Downtown and the rest of El Paso to the southeast and the New Mexico line to the northwest.

Because nearly every trip lands on Mesa or I-10, travel time from a Westside address depends a lot on how close it is to an on-ramp or a major cross street. Drive the route you would take to work or school at the hour you would actually make it, including game days if the Sun Bowl area is on your way.

School districts: El Paso ISD and Canutillo ISD

Westside addresses fall in El Paso ISD or in Canutillo ISD, the district that also covers Canutillo and Vinton farther up the valley. None of the three Westside ZIP codes, 79912, 79922 or 79932, is a reliable guide to which district applies.

Before an offer, confirm the district and the attendance zone for the exact address with the district. The district also sets part of the property tax bill, so the answer affects the monthly housing budget as well.

Westside property taxes, PIDs and homestead timing

Addresses inside City of El Paso limits pay the city rate. For tax year 2026 the city proposed $0.809487 per $100 of value, up from an adopted $0.759649 in 2025, and that is the city share only: El Paso County, the school district (El Paso ISD or Canutillo ISD), El Paso Community College and University Medical Center rates stack on top. The county's truth-in-taxation site lists every rate that applies to a property, so look up the exact address before comparing two Westside homes on price alone.

Depending on the address, a Westside property can also sit inside a public improvement district (PID) or belong to a mandatory property owners' association. Texas requires the buyer to receive a written notice before the contract is signed: Property Code 5.014 covers PID assessments and Property Code 5.012 covers owners' associations. A PID assessment is owed in addition to regular property taxes, and when a mortgage includes an escrow account for taxes and insurance, a larger bill generally means a larger monthly escrow amount. Association dues are usually paid to the association directly but still belong in a housing budget.

Once you own a Westside home and live in it as your principal residence, you can apply for the residence homestead exemption; the Texas Comptroller lists the school district exemption at $140,000 (as of 2026-09-29). If you acquire the home after January 1, the Comptroller says you may receive the exemption for the applicable portion of that tax year once the home meets the requirements, provided the previous owner did not receive it for that year. The application goes to the appraisal district, so the timing of the filing affects when the lower taxable value shows up on a bill and in an escrow account.
