Buying and Financing a Home in Clint, Downriver in the Lower Valley

A place guide to the Town of Clint and nearby Morning Glory, out on Alameda Ave (TX-20) in the 915's Lower Valley, with a plain look at financing a home here.

Clint is an incorporated town in El Paso County, downriver along Alameda Avenue (TX-20) past Ysleta and Socorro and before the road reaches Fabens and Tornillo. It has its own town government, separate from the City of El Paso, and its core is a compact grid of streets set into the irrigated farmland of the Lower Valley, the stretch El Pasoans also just call el Valle. San Eli (San Elizario) sits closer to the river on the Mission Trail, off the Alameda route.

Because Clint is small, the Census Bureau's survey samples only a handful of its homes each year, and several of its figures carry wide margins of error. The town's population estimate is 1,258, but that number could be off by roughly 500 in either direction, and the counts of occupied and owner-occupied homes are similarly loose. Read those figures as rough outlines of the town, not precise measurements.

The figure that holds up best is age: the median year built for Clint homes is 1981, give or take about nine years, against 1988 for El Paso County as a whole and 2004 for Horizon City, which shares Clint ISD. By that measure, Clint's housing runs several years older than the county's overall and about two decades older than Horizon City's.

Alameda Ave (TX-20) and the drive into El Chuco

Alameda Avenue, signed as TX-20, is the valley road that ties Clint to the rest of the Lower Valley. Heading upriver it runs through Socorro, then Ysleta, and on toward central El Paso; heading downriver it continues to Fabens and Tornillo.

Taking Alameda from Clint toward Downtown means a signaled surface road through Socorro and the Ysleta end of the Valley rather than a freeway. Anyone comparing a Clint address with one in El Chuco proper should time that exact drive at the hour they would make it.

Clint ISD: the district reaches well past the town

The town of Clint is served by Clint ISD, but the district is far larger than the town. The Census Bureau counts about 49,333 residents inside the Clint ISD boundary, which takes in much of Horizon City and part of the Far East.

Because of that, a property description that mentions Clint ISD does not mean the property is in the town of Clint, and a Clint mailing address does not by itself place a property inside town limits either. For any specific address, confirm the attendance zone with Clint ISD and check the El Paso Central Appraisal District record to see which taxing units apply.

Older homes and what the Census value estimate means

Owners in Clint estimate their homes' median value at $203,700, with a margin of error of about $49,500, compared with $180,400 for the county. That is what owners told the Census Bureau, not a sale price, and in a town this size a few properties can move the median a long way. It does not describe any particular house and is not a valuation of any one home.

With a median build year around 1981, many Clint homes are old enough that roofs, cooling, plumbing and electrical systems may already have been replaced once, or may be due. A buyer here should plan for a full inspection. When a purchase is financed, the lender generally also orders an appraisal, and the appraiser's report describes the home's condition as well as its value, so repairs noted in an older house can become part of the financing conversation.

Town tax rate, homestead and the monthly housing budget

Clint's town government is separate from the City of El Paso's, so a property inside Clint's town limits does not pay the City of El Paso rate. Whether an address sits inside or just outside town limits changes which taxing units apply, alongside the county and Clint ISD. The county's truth-in-taxation site lists every unit that taxes a given property, including any Town of Clint rate, and it is the starting point for estimating the tax part of a housing budget on a specific street.

When a mortgage includes an escrow account for taxes and insurance, a larger tax bill generally means a larger monthly escrow amount, so two Clint-area houses at similar prices can cost different amounts each month depending on which units tax them. If a property is inside a water district or a public improvement district, Texas requires the buyer to receive a written notice before the contract binds (Water Code 49.452 for a water district, Property Code 5.014 for a PID assessment), and that charge sits on top of the regular tax bill.

A buyer who owns and lives in the home as a principal residence can apply for the residence homestead exemption, which includes a $140,000 school district exemption. According to the Texas Comptroller, a buyer who acquires a home after January 1 may receive the exemption for the applicable portion of that tax year once the home meets the requirements, if the previous owner did not receive the same exemption that year. The application goes to the El Paso Central Appraisal District, so filing timing affects when the lower taxable value shows up on a bill and in an escrow account.

Financing a home in Clint

Financing requests from this page go to Eduardo Cepeda (NMLS #2708113), a Texas-licensed loan officer with JetMo (NMLS #2454704), who answers by phone or email; AstraBrava publishes this site and is not a lender.

Pre-approval, in general, means a loan officer reviews documented income, assets, debts and credit and issues a letter describing conditions for a loan; it is not a final loan approval. For that review a loan officer usually asks for a government-issued ID, recent pay stubs, W-2s or tax returns, and recent bank statements, and may ask for more depending on the situation. For a Clint address, bringing the taxing units from the appraisal district record, and any inspection notes on an older house, helps make that conversation concrete.

For a Fort Bliss PCS move to a Clint-area address, JetMo lists VA loans among the loan types it offers, along with conventional and FHA loans. Whether any loan type fits a particular purchase in Clint or Morning Glory is a question to ask Eduardo directly.

Morning Glory, near Clint

Morning Glory is an unincorporated Census-designated place near Clint, so it has no town government and no municipal tax rate of its own; county, school district and other units apply. The Census Bureau estimates its population at 431, with a margin of error of about 246, and its median year built at 1986. Its owner-estimated median home value carries a margin of error nearly as large as the estimate itself, so it says almost nothing useful about homes there. Confirm the school district and taxing units for any Morning Glory address with the El Paso Central Appraisal District before making an offer.

Common questions

Is Clint, Texas its own town or part of El Paso?

Clint is a separately incorporated town in El Paso County, not part of the City of El Paso. It sits in the Lower Valley along Alameda Avenue (TX-20), downriver from Socorro. Property inside Clint does not pay the City of El Paso's tax rate.

How old are most homes in Clint, TX?

The Census Bureau's median year built for homes in Clint is 1981, with a margin of about nine years (ACS 2020-2024). The El Paso County median is 1988. Much of Clint's housing is therefore older than the county's newer subdivisions.

What school district is Clint, Texas in?

The town of Clint is in Clint ISD. The district's boundary is much larger than the town and also takes in much of Horizon City. Confirm the attendance zone for a specific address directly with Clint ISD.

Does the age of a Clint home affect getting a mortgage on it?

It can come up. When a purchase is financed, the lender generally orders an appraisal, and the appraiser reports on the home's condition as well as its value. With a median build year of 1981 in Clint, roofs, cooling, plumbing and wiring are worth checking in an inspection early. How a specific repair would be handled in a loan is a question for Eduardo Cepeda (NMLS #2708113).

Can I get a homestead exemption the same year I buy in Clint?

It depends on the purchase date and the previous owner. The Texas Comptroller says a buyer who acquires a home after January 1 may receive the residence homestead exemption for the applicable portion of that tax year once the home meets the requirements, if the previous owner did not receive the same exemption that year. The application is filed with the El Paso Central Appraisal District, and it can lower the tax portion of a monthly escrow amount.

What documents does a loan officer usually ask for before a pre-approval?

Usually a government-issued ID, recent pay stubs, W-2s or tax returns, and recent bank statements, with more requested depending on the situation. A pre-approval letter is not a final loan approval. For a home in Clint, Eduardo Cepeda (NMLS #2708113) can say what JetMo needs for a specific request.
